Yes, I did. There's even one in the FOP examples.

I suspect you are missing the necessary fonts, see

<?xml version="1.0" encoding="shift_jis"?>
Because you use XLM character references for the non-ASCII characters,
it doesn't matter whether you use shift_jis encoding.
