This is a basic XML parsing question, not particular to FOP:
Use the XML prolog "standalone" attribute to prevent the DTD lookup.
eg:
<?xml version="1.0" encoding="UTF-8" standalone="yes"?>

Is there any way to cause FOP to not fetch the DTD? Or use a local copy?
