It sounds like the BASE parameter has changed from handling relative and  
absolute paths to just absolute paths?
 
I just tested an absolute path and it didn't work, but it did give me more  
info. It appears that the systems is resolving relative paths that are  
above the working directory (i.e. ../../doctools) but not below (i.e  
images/bitmap.bmp).
 
This may be another clue.

According to the documentation, the default value  (current directory) 
hasn't changed. My base content is just the dot without  the slash. Maybe worth 
trying, but if you never have changed it, the problem  might be somewhere

I have a config file with the base set ("./"). Both versions use the  same 
file since I did not find any differences in the config files  (FOP 1,1 vs 
FOP 2,1)
 
Was there a change in FOP 2.1 to the <base> config  parameter?
 
Could this be an issue with the resolver?
