What Jan is saying is that if no remote directory is specified in the FTP settings then when you connect PSPad just sends the _CWD /_ command which tells the FTP server to put us in the root directory for the account we just connected with. The root directory is specified by the server and not by PSPad. If you specify a remote directory such as /public_html/blah then (I assume) PSPad just treats each part of the path as a directory and the initial / is treated as the root since it should be.
