FileZilla uses port 22 (standard for SSL isn't it?). I've tried to add :22 after
host name with no joy :(

I suggest you to activate (check) options:

compatible mode
passive mode

All combinations already tested before.. but tested again.. no change?

FileZilla conects without any problem. At first connection it asked to save
server's certificate (as it should be). PSPad never asked for it so I suppose it
does not even try to connect on SSL. In fact, my active connections listing from
COMODO firewall proves it.

connections[/url] both plain FTP (port 21) so there is no surprise, server
refuses it. "Use SSL/TLS.." option is checked (just in case you ask).
As opposed, you can have a look at FileZilla connections on the same server

connections[/url]. Maybe it shades some light on that problem?
