I wonder if David Cary might be on the right track.  If Protel was seeing 
your split planes and saying "yep, they overlap" it may incorrectly give 
the error *even though the split planes are on different layers*.

As I understand it you do not have overlapping split planes on the same 
layer - or do you?  I think it may be a bug in that the warning is 
generated without regard to the layers.  Has someone time to test this in a 
very controlled fashion? I do not.  If you can make a simple PCB that shows 
the erroneous warning this should be sent to Protel for analysis.
