Ian,
I can confirm that I see similar problems. I have several designs
which do not quite make sense as to how the re-annotation was conducted. As
you state some of the annotation looks exactly as expected but then there
are anomalies throughout some sections or component types. Bug, I don't
quite expect so. The issue is probably in how it partitions a sheet for
annotation and how the components may possibly overhang into other areas of
the screen because of fields or other items (some may not be visible, i.e.
partfields 1 - 16).
