Ivan,
        what Ian mentioned was the annotation where you define starting in a
particular corner and proceeding left - right, bottom - top, etc.(this is
found in P99SE at least). I did a 'clean' (completely unannotated) schematic
just like this last week and as I stated there were some items which seemed
to follow the specified pattern correctly and others which seemed completely
mis-ordered. I believe that the issue is complicated by items not visible
which extend above/below, left/right of the component (partfields or other
items not visible) and it's apparent position in the schematic.
        I suspect that your description is correct for even P99SE when a
person does not specify a particular pattern to the annotation.
