Spice and IBIS models do exist which work with Protel. They are freely available
on
websites ( IDT's for example)

Do you really want someone elses idea of a correct representation of a schematic
component ? Most of Protels libraries are generated by Protel and only a few are
generated from manufacturers themselves, I think Analogue Devices have some
on the Protel website. But if you are designing using any sort of high pin count
IC ,
you really do need to make a custom schematic symbol so as to produce a clear
 diagram.

PCB footprints mainly use standard package types which are usually well catered
for , or the Protel footprint wizard zips one through.

Its trying to use prepackaged parts that dont quite fit and trying to edit these
or
starting from scratch with a part that fits perfectly and clearly shows what
your
schematic is doing.
