When you close Protel it is writing to your Client99SE.INI file in your
Windows or Winnt folder. If all design files are closed, this is the only
thing I can think of that would do it.
Make sure you have full permissions to access this file... I am not sure
this is it... but it could be what is causing the hiccup.
