Others have reported the same problem. I've seen it a few times -- but fairly rarely.
It must be related to something unusual during the session, or it would happen more
frequently. If it happens consistently for you, you could try pushing Protel to look
at it.

Hello! When I close Protel 99SE in Win2000 the program does not close
completely without using Task Manager. Data files seem to be OK. I have
submited this problem at the Protel Web site. Any fix?
My process for closing is to do Close Design, After all Designs are closed I
do File: Exit.
