I think we'd like to see a Protel viewer application. One of the first 
moves made with PCAD when Protel bought it was the issuance of a free 
viewer. Many CAD package demos can be used as a free viewer. If the Protel 
demo were to fall back to a viewer (no file save and no print or plot of an 
edited file, but print and plot for unedited files), this would do the job. 
The Tango demo used to work that way (well, it wouldn't generate gerber but 
it did print). Cadence Allegro also now has a free viewer.

Alternatively, there might be a modest charge for a viewer. The Allegro 
viewer comes in two flavors: one simple, one with more advanced features 
for what they claim is a modest charge. For Cadence, modest means anything 
under $10,000. Seriously, I don't know what the fee is for the advanced viewer.
