Thank you for all your feedback. Richard's explanation makes
it clear that the requirement is that all cards are sorted
lexicographically, so the best way to prove that this is a bug
is to construct a Control artifact that doens't violate
any requirement but still is rejected by fossil. Here it is:

Simpy update fossil to this version:

and recompile and "fossil rebuild". Then the two branches
are closed as expected.
