No, the problem appears to be the difference between using test-http and http as the remote command. The default behavior for the Fossil client is to send a remote ``fossil test-http /path'' to the server. If instead I force the Fossil client to talk to: fossil http /path/to/fossil Everything works as expected (e.g. no locking issues).
