I have seen this before. Explanation follows.
The attachment has been added by a person which didn't have
moderation rights. Later the ticket was moderated and accepted,
but the moderation code doesn't change the attachment itself
from private to public. As a result, the attachment artifact is
will not be synced to other clones, that's where the redirect
comes from.
Someone will have to make the attachment artifact public
again, so it can be synced......
I have seen this happen once before.
