No, but  you can certainly  clone the  developers clone and  inspect his
changes  before pulling  into your  clone (or  pushing directly  to main
repository).

My idea was to allow untrusted outsiders to be able to send a richer "patch file" than patch(1) allows, but it could also be used for this use case where we want semi-trusted developers to make commits to the repository which are later merged in.

I still think drawing that line inside the development team is a bad idea for development cycle time reasons, though. Trust, but verify.
