I believe  toiboi is  just the  sync user  that is  setup in  the remote
Fossil.

Prior to  [64aa75260f] a the username  portion of a remote-url  was just
one of those pieces of ``the  local state'' that belonged to that remote
repository. Now  it becomes also part  of the local state  of the cloned
repository even though no configuration push/pull were issued.

I suspect  he is using  an older Fossil  client which used  the previous
behavior of leaving the selection of the local state to the local user.
