I suppose, one could argue that, in Fossil, a "fork" is a special case of a "leaf", but I consider it to be an accidental, unnamed branch (allowing for the possibility of descendants of the original "fork" commit). So, in absence of an alternative, in Mercuial, a "fork" would be an "accidental head" or "accidental branch".
