Does it have something to do with the fact that the mailing list seems to be split-brained? Sometimes I see messages coming from lists.fossil-scm.org, and others I see an sqlite.org domain. It's possible that the mailing list software isn't correctly configured to handle both and so sometimes when people use one it causes bounces, while when the other is used, it does not. Which sender address did the bounces come from?
