There is no such mechanism at the moment. Furthermore, the way I use Fossil, I don't want there to be such a mechanism, because I do not want users falsifying their contact information. You are welcomed to try to add the new capability, but make sure it is off by default and that some kind of new permission letter is required in order to enable it, please. -- D.
