Did you build your own level shifters or buy the standard console port from Acme ? If you built your own are you sure they are working ?
What serial ports are you using ttyS2 and S3 ?..can you test the console port on the Fox and see if you get a connection on that (you don't need to run the serial test for that it should give you a shell)
