This isn't a FoxCAE enhancement, but a control enhancement.

The CP's need to be modified so that sequence block source code and PLB
block ladder source code is stored on the CP.  That way you could regenerate
your control database from a running CP.

You could also have a system without a resident control configurator.
Something useful for OEM equipment manufacturers who might like to deliver
equipment skids with a running control system at the lowest cost.  The cost
of the configuration tools is not a part of the system.   Customers get a
run-time system.  Plug it in, pipe it up and away you go.

When somebody wants to make changes because they've changed the process they
stroll up with their FoxCAE on a laptop, plug it in, upload the control
database and begin editing.
