On this CP I have no overruns and 80%
idle time.

The general answer is no.
Block scans can be missed. The skipping of a BPC is an overrun and can be
tracked by the System block in the Cp
If you enable the system block, you can monitor the occurrence of overruns
on your CP and decide if it is stable enough for your application.

Can a blocks scan time be used
to accurately count? I am trying to
to count elapsed seconds of overflow
on a tank, the scan time for the block
is 1 second and I increment a memory
register by one on each scan.
