Definitely. It will be good to have a working document.

But an open source project is not a democracy; it is a meritocracy. If someone feels like doing one of your standards, it will happen, otherwise not. if you think otherwise, I think you are dreaming :)
So a voting system is in my opinion redundant and probably counterproductive.
