Have you tried the fpc and lazarus packages from macports? I maintain them and 
they work on my MacBook, which runs recent macOS. Fpc 3.2.2 should also run on 
any older system down to 10.8, lazarus 4.4 down to 10.15.

I should update lazarus to 4.6.
