Extremely hard to define when trying to follow any decent logic, unless the decision is either "never" (i.e. a strictly static typing) or "always" (a strictly dynamic typing).

A way out could be to set all "normal" string types to behave as strictly static typing (like any other types in Pascal) and a single dedicated (but intended to be used always where appropriate, e. g. in "TStrings") String type to behave as strictly dynamic typing).
