IIRC, TableCaption is the paragraph in which the table anchor is
located, right? It has nothing to do with what you see in the Table
Designer dialog box. The Orphan Rows setting is a characteristic of the
table format. Tables are objects in FM, not an integral part of the text
flow like in Word. By default, an FM doc has two table formats, Format A
and Format B. You can redefine those or define new ones. If you have a
table format whose name is the same as your anchor pgf's, that would
explain the confusion -- but that's a bad idea.
