Hi Laura, If using translation memory, I would keep the languages separate since each memory is language specific. And, while French and English use the same character set, other languages require entirely different character sets and fonts to render those characters.
You don't mention the outputs. If PDF, It is easy to combine books after rendering the PDF. Just my experience...
