And BookVars from Leximation (see http://leximation.com/tools/info/bookvars.php) is an excellent tool for the job - I maintain all my variables at the book level for consistent use.
As I have also mentioned before, it is the single most used add-on to FrameMaker that I have. Highly recommended.
