It's unclear from your message if you already have the full version of Adobe Acrobat installed; that's the tool you need to create a .PDF from Visio. The limited version installed by Frame is just that --a limited version that can only be used from within Frame.
The printer driver you mention can be used to create a PostScript file which can then be distilled with Acrobat, but it isn't a required tool -- using it would take you down a tangent.
