For what it is worth, so far I've had luck with running Windows XP with various service packs and using FM 7.2, 8, 9. I've just switched to Win7 (my laptop died mid work...) and it is running all three with no issues as well. I don't think that IE has any direct impact on FrameMaker at all, so you should be good.
