When I go to Unininstall or Change a Program, I see "Adobe Technical Communication Suite 3" with a version number of 3.0.52. I do not see FrameMaker listed solo and therefore can't verify the version number you supplied below. Yesterday, I ran, as administrator, the file called FM10_LicenseUpdater.exe.
