Tested with FrameMaker 2015
Importing, by reference, a text inset into a FrameMaker file.Text inset had a
cross reference to a paragraph in another chapter.Created a PDFCross references
in the PDF worked just fine.The only gotcha would be that the cross-reference
target must always be present and in the same chapter, otherwise it would have
to be changed each time. A reference to say a contact page that appears in each
document and is always in the same chapter, otherwise it will be broken or
require changing each time.

On the other issue, I have purchased version of Framemaker 2015 and you need to
go to the help menu and select Updates. Frame will go out and see check. If
there are, Frame will let you know.

the bug that caused x-refs from text insets to not be working links in PDFs
was reported in FM 10 and does not now show up on the list of bugs. This
makes is sound like it's been fixed. Has anyone has tested this in FM 2017

didn't used to be true. Is it the case that if you purchase a license
without the monthly subscription that you don't get even bug fixes? No a
