We noticed this years ago, and our solution was to include two images in the file, one for online viewing, and one for print.
We included a jpg (I think) for online FM viewing, and a PDF for print and PDF production. When the image embedded in the resulting pdf is zoomed, the resolution is excellent, not so with at jpg.
