In the style guides I used at my last two employers (Fortune 500 semiconductor companies), "16-bit" is hyphenated when used as an adjective before words like "register", "bus", "value", "port", etc. But when referring to the width of a data path or something similar, the preferred form was the non-hyphenated attributive noun phrase "16 bits" rather than the hyphenated adjective. For example, "the auxiliary data bus is 16 bits wide".
