You interpret it wrong. -U just tells mtree to fix permissions. The
canonical way to use the mtree files in /etc/mtree is 'mtree -deU -f
<file> -p <path>', e.g. 'mtree -deU -f /etc/mtree/BSD.root.dist -p /'.
