As an observer, all I can say is "Don't get your hopes up" on this one. Hundreds of ports are bumped with majority dependency changes for a reason. The tree is treated as an integrated entity, not 25,000 interchangeable parts. It would take major technology shift, something closer to what PC-BSD's pbi things do/did. Ports itself isn't geared for this. Maybe some kind of package archive could be used though, if "pkg" solvers could be made to handle such requests. Sounds like an extremely difficult request to me though.
