My guess is that it only required El Torito if you plan to boot from the
CDROM itself.  If for some reason your PC does not support booting from
a CDROM then you could simply donwload the necessary boot floppies from
ftp://ftp.FreeBSD.org/pub/FreeBSD/releases/i386/4.7-RELEASE/floppies/,
boot the machine, follow the normal procedures and when prompted from 
where you would like to install FreeBSD, select CDROM.
