1. This supposes that city can occupy exactly (no more than) 1 tile.
(True nowadays. Will this be true forever?[*])

2. What about data of destroyed cities? (f.e., if there was Wonder
of the World.) Right now it [Wonders of the World report] looks like
become broken with this change.

[*] I personally dislike this assume in long-term.
