Details:
When you start Freeciv and stop it before connecting a server, the section
'server' of the rc client file is lost.
Fix attached:
* Load those options at start in a hash table.
* Don't send desired options if the desired value is already in use.
* Save all the server configuration.
* Don't lose the server settings if not supported by the server.
* The topology from the tileset is sent to the server after it haves the
settings infos, then it removes the ugly vote when starting a local game.
* For trunk/: drop the initial_setting field of the packet_settable_option
which becomes useless.
