Follow-up Comment #2, bug #14723 (project freeciv):

It sends the setting only the first time it receives them (so it's initial
settings). Now, the settable options are free every time the client leaves a
server, thanks to the C_S_DISCONNECTED state (in S2_1, it frees them only when
it receives new ones, and receive them often, every time the connection state
changes).
