trunk/S2_3 r19528:
0 Start a new game and bring up the "Pick Nation" dialog.
0 Select a nation and look at the list of leaders on the "Leader:" dropdown.
0 Select another nation and look at the list of leaders -- the leaders of
both nations will be there.
The list of leaders can grow without apparent bound. Closing and re-opening
the dialog clears it.
I haven't time to investigate further right this minute. Possibly a side
effect of patch #2556?
