Are you really against this, or is it "just surprising" patch? If it's not clear from the original submission, the reason for this is that as long as we build our binaries in a way that they are compatible with older Windows versions that Vista, they can't contain anything that require at least Vista. The system headers we include specifically give us access only to such functionality that is available in all the supported Windows versions. At the moment this is blocking Windows from using more recent freeciv networking code.
