That was the original reason this patch dropped anything below Vista, that was the first Windows to provide proper IPv6 interface. (or at least mingw that we use, does not provide IPv6 functionality if compiling in XP-compatible manner) Freeciv-2.5 will continue to work on those already end-of-lifed (by MicroSoft) Windows versions it has always worked.
