That was the original reason this patch dropped anything below Vista, that was
the first Windows to provide proper IPv6 interface. (or at least mingw that we
use, does not provide IPv6 functionality if compiling in XP-compatible
manner)

Freeciv-2.5 will continue to work on those already end-of-lifed (by MicroSoft)
Windows versions it has always worked. That freeciv-2.5 works on XP is no
reason to keep freeciv-2.6 from working properly on newer Windows versions
when there's practically no possibility to support both (at least in a same
binary, it could be doable in source code level so that one could
conditionally compile it either as XP-compatible or Win7+-compatible
executable)
