FWIW, I tried to think of something suitable (centre of religious
administration) and didn't really think of anything. Best I could think of was
"Apostolic Palace", but that's (a) tied to Christianity (b) confusing to
players of commercial Civ4 (where the Apostolic Palace does something quite
different).
So I have no better idea than "Forbidden Palace".
