In some other languages, the "appropriate training facilities" and other parts of the sentence will differ based on that XXX. It's just easier for some translators to make 3 similar translations. Building complete sentences out of sentence fragments does not work well in most languages. We actually try to have as few %s as possible. We know there are many near duplicate strings. SDL is particularly bad.
