I'm not sure, but I think you can just move it to UTF-8 yourself if you
want? Certainly there are other po-files using UTF-8, so I guess it
should Just Work so long as you update the header at the same time.

These strings are correctly marked for translation, and I can see
them in the latest svn S2_2 version (r17122) of it.po:
