What would probably be best here is just some broad raw data about what the 
monarch did, so just a list of the monarch's actions in a game of known 
difficulty level would be a win.  e.g.

...
1620: Added 1 Man-o-War
1623: Tax raise 4%
1625: Declared war on Dutch
...

We can then argue about appropriate algorithms.
