Those distros/packages that build from source can use the ant desktop-entry to build the file themselves. They can then use sed/patch to make that file compliant with distro packaging standards. However, i get the impression many use the binaries provided in the freecol-version.zip file. Currently this file doesn't have the .desktop file and i think it should.
