The standard contributor boilerplate points you to http://www.freecol.org/how-to-contribute.html and https://sourceforge.net/projects/freecol/ and of course, to this mailing list which is the right place to sort out anything else. If you are already going through the code you are obviously well on the way. WRT #169 itself, the key place will be one of the panels in .../freecol/client/gui/, possibly InPortPanel IIRC.
